Case study conducted in the city of Popayán, in order to determine the functionality of citizen oversight in the local Administration, as an instrument of social control. The researcher, takes as a sample the veterans and officials responsible for this management, who through a semi-structured interview, provide important information for the study, which, complemented with data obtained from the institutional archives, allow to know not only the reality of the local administration but also relations and implications that arise from the exercise of control through the relevance that this oversight denotes within the framework of social development and its control. The results show, among others, the management processes that define the actions of the Local Administration, as well as the structural and organizational peculiarities of citizen oversight and what the community perceives regarding the use, participation and relevance of said social control tool, all conjugated from situations that show in the seer, poor knowledge regarding their role in the exercise of their duty as such, as well as responsibilities assumed without criteria of ethics or citizenship, critical conditions openly expressed and recognized by the participants when manifesting clearly during an informal meeting, in which he even addressed the levels of management of the different projects under development, unknown by the way, as well as all the components of the responsibility of the oversight. In that sense, the functionality of this control instrument registers a high risk, compared to the expectation of control that exists within the Public Administration, Management is relatively uncertain in its evaluation and projection. Finally, given the results and the analysis of what has been detected, it is urgently recommended to establish and generate training, integration and communication conditions in the processes inherent to the role of the seer.
