Abstract
It is relevant to define what the right to prior consultation consists of, and its respective guarantor rules:
Prior consultation is a fundamental right that is attributed to indigenous communities and other ethnic groups, in order that they have the legitimacy to intervene on measures (legislative and administrative) or projects, works or activities that are going to be carried out within their territories, seeking in this way to protect their cultural, social and economic integrity and guarantee the right to participation.
