The technologies of information and communication (technology ICT) has changed many aspects in the ways of living and acting of people and their organizations. In the home, school, business and even in the fields of Government, where the modernization of public management has required to deliver public goods and services to citizenship, governance and others. So, for today's public organizations is essential the implementation of ICT and particularly digital Governments, since these constitute a basic tool of institutional or business management. Although, according to information from the (DANE, 2017), 40 of the 42 municipalities in Colombia, have electronic Governments that optimize processes and contribute to saving time and resources.
