In this investigation a historical tour made from the implementation of the Political Constitution of 1991 to the present; the five articles of the third chapter of the Political Charter, which are called Collective and Environmental Rights, were analyzed. The benefits and commitments assumed by the Social State of Law with all the communities in the country in environmental matters were highlighted. The main environmental laws were classified and how they changed the environmental policy, and if they are still valid throughout the years. The social and economic factors that prevent the correct development of these laws and how the government should prioritize public safety and the economy before the damage caused to the environment were studied. The importance of Law 99 of 1993, as the most influential of environmental laws and its scope over time, was exposed. Finally, the evolution and development of environmental law was analyzed after twenty-eight years of history.
