The development of this article focused on presenting some of the reflections related to the real concern that currently affects Colombia in relation to the inefficiency and inefficiency of public institutions and the fulfillment of the corresponding administrative functions. For this reason, it was considered fundamental in the subject from the point of view associated to the lack of the principle of legality recognized by the administrative law and its incidence on the fulfillment of the state objectives; The reading made in this situation, evidenced that the irregularities happened in the administrative field require an interdisciplinary approach where it is possible to analyze, identify and evaluate in which way the administrative staff is able to offer an effective performance to the moral ethical principles is its role with The State and society. Only in this way, the principle of legality is astonished unconditionally by the institutional bodies, thus strengthening scenarios where there is a transformation on the administrative culture that contains an integral understanding of the reality evoked within the administrative branch as an interactive part of the State.
