This document is focused on the concept of the administrative act based on jurisprudence, Law 1437 of 2011 and on the different doctrines, glimpsing and revealing the aspects and expressions that make it dependent on certain essential elements in its configuration, which Are the principles of administrative law, will establish directly the relationship and connection of the principles of publicity and legality against the validity and effectiveness of the administrative act in its entirety. In its development the text shows the harmony that must prevail in the mentioned principles next to the validity and the effectiveness; Whereas these are direct consequences of the proper application of these principles; Which leads to fulfill and to perform in the best way, the intention contained in the administrative act issued, which is nothing other than to bring to completion the will of the state authority, in use of its administrative function.
